Most student concerns centred on issues such as child care availability, access, subsidies and quality ; , children's programs and schools, family financial planning, parenting, legal assistance, prenatal health, maternity leave and providing care for other family members. Other cases involved referrals for counselling for family members and a general introduction to services in Toronto. Emphasis was placed on providing options that were sensitive to the diverse backgrounds of students and their families. Some examples of cases were: A pregnant graduate student contacted the office to find out how she could successfully complete her degree, apply for E.I. and defer her scholarship funding. An undergraduate student needed a referral to a local ethno-cultural service to help his brother who was not adjusting to Canada and was failing high school. An undergraduate student needed assistance with her financial situation, legal assistance and new child care arrangements as a result of leaving her partner. A student parent required assistance in locating a parent support group and family resource programs. He also needed help with alternative child care options as he was feeling very stressed trying to balance his studies and caring for his newborn baby. A graduate student needed a counselling referral and advice around community support services as she was helping her parents and siblings deal with financial instability while her father was unable to work due to a disability. An undergraduate student needed assistance when appealing her child care subsidy as she was a part time student and her subsidy was going to be cut. A prospective international student needed advice on enrolling his daughter in public school and obtaining a fee waiver. A single parent contacted the Office when her child care arrangement fell through on the day of her final examination. In the early 1970's the first gold bead implantation were done by Dr. Grady Young in the United States. Dr. Young used the gold beads at acupuncture points to cause long-term stimulation of the selected points. In 1975 Dr. Terry Durkes started doing clinical research in gold bead usage and initially treated seizure disorders and hip dysplasia with bead implantation. It has been found that conditions that respond to gold are usually chronic, have excessive negative charge, and have localized alkalosis. Gold bead implantation has also been reported to work well in the treatment of both congenital and idiopathic seizures. In a clinical trial involving 40 dogs with idiopathic seizures, 50% could be taken off of all medication after receiving gold bead implantations, without the risk of further seizure episodes unless the animals were stressed. Another 25% were able to function on a greatly reduced level of medications and there was a 25% failure rate. The basic points that are used for gold bead implantations to treat convulsions are as follows: BL-4, BL-6, GB-14, GB-20 and GV-20. The gold beads are placed just under the skin and on the acupuncture points. The object is to have the electrical values in the normal range if the beads have been implanted correctly. The results with gold bead implantation are very encouraging, however a multi-institutional, prospective, double blinded placebo controlled study is needed to show a significant difference between the two treatment groups. Reported complications from gold bead implants are severe infection at the implantation sites secondary to poor site preparation and ticlid.

Properties, and third, not to put unnecessary regulatory hurdles in the way of those who wish to introduce innovative products. At the centre of medicines regulation is the concept of riskbenefit balance, which is very relevant in the overall assessment of medicines. This concept is poorly understood by the press and the public in our increasingly risk-averse society. The tools available to the regulator to manage this balance are the prelicensing assessment of quality, efficacy and safety of a medicine. Since the amount of clinical data on safety at this stage is usually limited, the acquisition of post licensing information is most important. Safety signals generated from spontaneous adverse reaction reports are further investigated in studies using clinical data bases and in clinical trials. The delivery of commitments given at the time of licensing by the sponsors of new drugs within an agreed time frame are an important part of any riskmanagement strategy. Key words Adverse reaction reports, medicines regulator, prelicensing assessment, riskbenefit balance and tibolone. Ginkgolides are unique twenty-carbon terpenes, occurring naturally only in the roots and leaves of Ginkgo biloba. The molecules incorporate a tert-butyl group and six 5-membered rings, and are specific and potent antagonists of platelet-activating factor PAF ; , a potent inflammatory autacoid. Studies in animal models with the most potent ginkgolide, BN 52021, and other specific PAF antagonists have demonstrated that PAF plays an important role in pathologies such as asthma, shock, ischemia, anaphylaxis, graft rejection, renal disease, CNS disorders and numerous inflammatory conditions. Ginkgolides are now being developed as therapeutic agents and very promising results have been obtained in clinical trials on shock, organ preservation and thermal injury" Braquet P, Hosford D. Institut Henri Beaufour, Plessis-Robinson, France. Ethnopharmacology and the development of natural PAF antagonists as therapeutic agents. J Ethnopharmacol 1991; 32: 135-9 ; . "The determination of the inhibition of PAF platelet-activating factor ; -induced platelet aggregation has been proposed as a biological standardization method for commercially available Ginkgo biloba extracts by measuring the characteristic pharmacological effect of ginkgolides in vitro. The determination is specific for ginkgolides A, B, C, and J and is not influenced by other constituents present in Ginkgo biloba extracts. IC50 values of ginkgolide B can be used to standardize various Ginkgo extracts produced by special extraction methods with respect to equi-effective ginkgolide B contents" Steinke B, Muller B, Wagner H. However, in addition, a simple blood test should confirm the presence of a PrP gene mutation. E.g. often but not always show characteristic changes. MRI will be done to eliminate other conditions such as a tumour. Blood and other biochemical tests are likely to be normal. The only definite diagnosis comes by post mortem. SOPHIA ANTIPOLIS, France, Nov. 22 PRNewswire-FirstCall -NicOx S.A. Eurolist: NICOX ; today announced that Pfizer Inc. has selected a development candidate in its collaboration with NicOx, which is focused on novel nitric oxide-donating compounds in ophthalmology. Accordingly, Pfizer has exercised its option to acquire an exclusive worldwide license to the proprietary NicOx compounds covered by the agreement. NicOx will receive a euro 2M payment from Pfizer. Pfizer and NicOx were jointly responsible for this research project, in which a number of nitric oxide-donating compounds were synthesized and submitted to an extensive series of preclinical tests. Several compounds successfully fulfilled a number of key criteria and demonstrated superior activity, compared to reference compounds, in established in vivo eye disease models. Pfizer has selected a candidate for development and will fund and be responsible for all future work on this compound.

To the extent that a formulary delivers greater volume of one drug over another, the formulary creates a volume advantage that is useful in negotiation.

The House of Commons Select Committee on the Treasury, in welcoming the expenditure increases discussed above, announced its intention to monitor departmental investment strategies, the out-turns of public expenditure and Public Service Agreements HC 485, 1999 2000 ; . It complained, however, that there was a serious lack of information to assess the influence of PSAs on expenditure and called for greater external auditing of the whole PSA process by Parliament with the assistance of the National Audit Office NAO ; and Audit Commission. That the Treasury's interest in audit does not extend to an enthusiasm to increase the scope and remit of the NAO and in effect yield ownership of PSAs became apparent after the Chief Secretary announced a review of the whole question of audit, access and performance validation across central government HM Treasury, News Release 24 00, 28.2.00 ; . Some, including Tony Travers Public Finance, 19.11.99 ; , have argued that UK audit arrangements need to be rationalised and that there is a case for auditors adopting a more confrontational role. The implied models are the Chief Inspector of Schools and the Rail Regulator, whose styles are seen as more effective than the consensual approach of the National Audit Office. Travers also contrasts NAO reports unfavourably `in the dark ages' ; with those of the Audit Commission and criticises the failure of the NAO and by implication the Public Accounts Committee PAC to attract much media attention. David Davis, chairman of the PAC, rejected Travers approach as simplistic and failing to grasp the distinction between different policy areas Public Finance, 3.12.99 ; . He underlined the remit of the PAC as an integral part of the parliamentary scrutiny process and the NAO as a conduit of `best practice' within and across Whitehall. Confrontational scrutiny is often uncomfortable for administration. Parliament should expect resistance if it seeks to extend the role of its select committees and other institutions. Consequently, the Treasury's proposals to conduct a fundamental review of UK audit could be interpreted as a pre-emptive strike to compromise the state audit system under the guise of increasing government accountability, a view forcefully articulated by former Labour MP and defender of Parliamentary rights, John Garrett Public Finance, 1.10.00 ; . Chaired by Lord Sharman formerly of the accounting firm KPMG, now a Liberal Democrat peer ; , the review members include Sir John Bourn Comptroller and Auditor General ; , Andrew Likierman Head of the Government Accountancy Service ; , the Chief Secretary of the Treasury, the chairman of the Public Accounts Committee and, interestingly, Professor Peter Hennessy HM Treasury, Press Release 86 00, 10.7.00 ; .
